Certainly the drama of the terrorism that has struck to the heart Europe makes by now shown the demand that Europe works together for defeating this horrible form of attack to all of our values, to all of our principles, to that on which Europe founds himself. The demonstration given, after the terrorist attack to London, when for cooperation among European countries we was able to follow a terrorist suspicion that has traveled through Europe on a train from London to Rome, through Paris, Milan, Bologna, and to capture him. And we have captured him because there has been a continuous exchange, the telephones have been intercepted, the order of European arrest has gone off: this is the test that the citizens attend. Because Europe of the safety is usefull? To prevent a terrorist suspicion to return in Somalia quietly, after having tried to make to jump the subway in London. Today is clear for all the extraordinary footstep that we are completing. We are more and more able to offer to the citizens a tool of cooperation that, it needs to be clear, it won't totally eliminate the vulnerability of our countries, but can reduce it. It can strongly reduce it and give to the prevention those tools that in national level no country, even a great country as America, could offer: Italy cannot offer it, Germany cannot offer it without a common job. And then what are we thinking? we think about a great strategy that combines together safety and liberty, that from a side says that we need to guarantee the right to each of us to take the bus without being afraid, but at the same time to remain, as we are, as Europe, the land of the rights. And it's clear that in a dictatorship, in a dictatorial regime, paradoxically control is easier: all are spied, there is no freedom of movement. But we cannot abdicate, we cannot pay this price, and then it's from the balancing among safety and liberty that true Europe of cooperation will grow, and only some example can show this aspect. In the field of the organized crime: who can imagine to defeat the traffic of human beings to international level, that horrendous traffic of women and children for ignoble and unworthy markets? We have to defeat these crimes working together. Only few months ago, we have given instructions to Europol to conduct the first European operation against the pedofilia. Europol has moved, working in 13 countries, and catpured 150 people in Europe in a hit. This means that Europe can work in this way, that Europol can become the engine of an European investigation, because the "piovra" of the pedofilia, of the traffic of drug, of the traffic of weapons, doesn't limit only to a country. And if we think then about the terrorism, what we want to show to the citizens? We have to understand because a 18 year-old boy, been born and grown in Europe, explodes inside the subway in London. This we have to understand, never to justify the terrorism, but to understand, and to understand means more culture, more information, more common job inside Europe. I believe that this can represent an add-value without sacrificing the liberties. And' it's obvious that if we don't have an European data base on the Dna of the suspicious people, we cannot identify the terrorists. If we don't hold back for a certain number of months, of weeks, the telephone conversations, in the respect of the privacy of course, we cannot pick up a terrorist suspect. But Europe had to move. These are only some examples of what we are able, as European system, to increase that quality of the life that wants to tell indeed today safety and liberty the fear.
