Behind the great missions, development of Euro, consttution, enlargement, Europe had and has got the task of facing the citizens’ daily needs, i.e. of the daily life government. This charachterized the whole life of the Commission during the 5 years and we tooh into account the huge changes in the world and the new needs of the citizens. We designed, for instance, the new chapter of the alimentary safety, which wasn’t a problem before the international trades opened up, before we became aware of the danger of contaminations, of epidemies, let’s think about how the “crazy cow”problem was faced in a collective way and how new control structures were built up. Let’s consider another chapter, a new one as well: the free circulation of citizens. In a world where emigrating, moving, travelling became a daily event, where so many people go and search for better conditions of life in other countries, a disciplinein this field was and is needed. A common speech about the edges protection was made, and it isn’t over yet, and it’s funny how those who don’t want Europe, then ask Europe to prtact the edges. So we are again in a middle way, because we started this great chapter but we dind’t finish it yet. Then we also thought about future, improving and increasing students’ voyages. Our students can study in any European country in order to increase their awareness, thei knowledge about other countries. A couple of years ago we reached a million students and in a few years we aim at reaching 3 millions students going abroad for studying. That’s another important fact. And then “the Agenda for the bearable development”, “the trans-European networks” which means Europe materially owns shared muscles, railways, east-west, north-south, the new highways networks, lines of communication by sea, a new web which is meant to strenghten the future European unity and European economy. This provoked, of course, big troubles in the budget. And we come back to the contraddiction: trans-European networks, shared research, innovation but in some country lack of will of increasing EU budget. So some targets are written on the paper but they couldn’t be achieve easily. Finally we paved the way for anotherr important chapter, the starting point for a shared Foreign policy. I mention this point, but all of us are aware of the difficulties of this change. All of us know how Europe is divided on the field of Iraqi War,the biggest political problem among these, and there were, in spite of the basic unity of European people, strong differences in the European counties policies. Here it is a starting point for Foreign policy, but we are far from a real shared Foreign policy, or Defence policy, which probably will be the last chapter we’ll write about Europe.
