Europe that wants to realize, as it doing, a strength space of justice, safety and freedom, needs to have suitable operational tools. We already have tools that work and that we are strengthening and we have first of all an important role for Europol. Europol, clears away the field from the questions, won't be the European FBI. Europol is and it will be a tool of coordination among the polices, the detective polices, of 25 countries members, and can conduct investigations and actions on the whole territory of the union. It has already done, and with great success. But evidently we need to strengthen the exchange of informations: this is what we call the "mutual trust" that has to intervene among the international polices and Europol and that some call the European police. Close to Europol there is Eurojust. Eurojust, in the vision of some people, in the perspective vision of some people, should be perhaps the embryo of the future European District Attorney: States members have not decided at this moment if there will be an European District Attorney, so now we are therefore developing Eurojust, where operate judges, people that conduct investigations, professionals in their respective countries that in Eurojust strengthen this action of coordination between the detective offices and the offices of the public attorney of the countries members. If we want to pursue, for example, a transnational crime that touches the financial affairs, therefore a common good, a common value, Eurojust is able and has to assume an important role in this. Then, there are then other organisms, less known, that work inside the Committee, like OLAF. When we hear to speak of community frauds, where goes the money of European union, if it is used badly, if it's escaped or squandered, OLAF intervenes. OLAF is an European organism, it depends by the Commission, in which operate judges, officials of the polices of the countries members, that are detached and that work together. This is a great example of collaboration, within the Commission, because OLAF depends on the Commission, but also with a very strong and pentrating control of the European Parliament. In this way we can develop some real investigations than bringing to actions and sentences, when for instance discover some hypotheses of squandering or, worse, of embezzlement on the money of the European union. Everything to say that Europe is developing some mechanisms of cooperation among the polices, the national offices of the District Attorney and the European organisms. We have realized also in Europe an unpublished mechanism, really important, of exchange information among of the secret services. This is the great novelty, it is an organism that is in Bruxelles, to which the news flows, the information of the secret services of the countries members, for an European vision on a common phenomenon. Do we want to deal with the recruitment of the terrorists? We collect the news of the secret services and we have an European product of intelligence: this is really an add-value, all these elements show how much important is that Europe grows in the mutual trust among institutions. National institutions from a side, European institutions from the other. If they work together the result won't be to escape power to the one and the other: the result will be a positive value for the citizen.
